I don't know much about how fan fests for scheduled games versus bowl games have ever worked. But I believe alumni chapters have a strong hand in organizing the fan fests and you could really set expectations / hype / plan / ask permission etc.

You could show up with a packet of what you're envisioning for this event, if it's possible to do. Sort of a snap plan to put into action if we ever do make it to the bowl. Be it this or ten years from now.
