That's kind of it but not exactly. It is a separate entity that "rents" the
Chili's kitchen and staff to make the wings and delivers through DoorDash and the like. It cuts way down on the overhead cost for the business, but the down side is the Chili's staff are employed by Chilis and not by "It's Just Wings" which means their priority likely lies more with helping their Chili's customers as opposed to their "it's Just Wins" customers.
