I hope so but I'm not so sure.

Both that government will ever cut spending and that these would be the first things to go. If a university or government agency did cut such programs, they'd get labeled racist/sexist/whatever which government employees and academics try to avoid at all costs. The culture needs to change a lot more before it would be viable. I think at best you'd get a percentage reduction that would be similar to or slightly higher than budget cuts across the board.
