I knew this would be your reply when I suggested you think it's unfair. If hunting was unfair in favor of humans then hunter success rates would hover around 100%. But they're not even close to that.
While it varies by species, state, and area - a 100% success rate, or even a 90% success rate is VERY rare. For some anecdotal evidence, we can use elk hunter success rates in my home state of Wyoming. Hunters don't usually tell where they hunt or harvest animals - but I'll divulge one of mine for arguments sake and because it's not a premier area. Overall Wyoming elk hunter success rates for 2019 were 40.4%, and in the specific area I hunt (unit 104) it's 23.6%. Does that sound like it's unfair in favor of humans?

We'll use an apples to apples example too. Since the original post is for black bear, we'll look at Wyoming's black bear success rates for 2019. Total statewide success rates were only 14.1% 14.1%!! That's more of a huge embarrassing failure than a success, and many of the specific units success rates are in the single digits.

*I'll concede that some specific species (what are referred to as once-in-a-lifetime species) have high success rates - but this is because, as the name implies, you get that permit only once in your life. So, for example, if I draw (by draw I mean win the wildlife lottery) a Utah moose tag it's a once-in-a-lifetime tag. I'm not even allowed to apply for the tag in future years once I've drawn it (and it'll take me 30 years of applying just to draw). When someone gets a tag like that - they cash in all their vacation time, and call-in every favor anyone owes them, and hire a professional guide to ensure they're successful.
The ONLY thing humans have going for them is intelligence and technology. We're on the animals home turf, they're faster than us (did you know Pronghorn can run 65 mph?), they can see better than us (did you know the Pronghorn also has vision equal to a human using 20 power binoculars?), they can smell better than us (black bears have a sense of smell almost 10x better than a bloodhound), and they can definitely hear better than us.
There is no doubt a huge disadvantage when it comes to hunting - but it's not in favor if the party you think it is.
