If a university feels that any individual is a threat,
they have the power to ban that individual. His tweet contained violent language and they could argue that they could not ascertain if he was stable or unstable.
It would then be for him, and his lawyer, to demonstrate that it was unusual behavior, not the sign of instability, and that he did not pose a threat.
