terrible idea to me. The rates are guaranteed to be low - many proposals are around 150% of Medicare rates, which is not good.
If you want good doctors, pay them well.
Right now, I think Maryland is the only state with true rate setting. What they call an “all payer” rate system. It works there because the government lets them charge more for Medicare - so they get less from private insurance, and more from Medicare, and it balances out. But that isn’t likely to be the case elsewhere. It’ll be very low Medicare rates, and slightly higher private rates.
