It was made for audiences in Asia. Any US money is bonus. Many Hollywood films are now made for Asian markets.
They don't care about storyline, just scifi or video game feel and effects.

Good point. When I was a kid, I loved Godzilla. I even rented audio versions on vinyl from the library to listen to.
