Of course you can switch docs and they'd be able to access all your med records.
That said, all docs have cases of surgeries not going to plan so take the negative review with a grain of salt but maybe check out his ratings online.

Shoulders are a tough recovery. Negative review may well just be a more-difficult-than-thought recovery period. But,
