Just as an fyi, there are "unlimited water use plans"
Typically they exist when a small special service district can't come up with the $350 per connection to install a meter to measure water rates, so they allow water users to connect an un metered line to their system.

Doesn't change any of your analysis, just figured you'd want to know more about the inner workings of rural water companies.
