That's mostly true

There are a lot of factors at play. Some additional ones are that given that basketball has far fewer players on the court, a single elite talent can dominate in a way that no one on an NFL team besides a QB can. So that will naturally lead to mismatches. Also, the NFL season and playoffs are shorter, so additional randomness gets applied to the result.
