Easily has to be Men at Work. I don't think it's even debatable. Written and directly entirely by Emilio Estevez. Granted, it was released in 1990, but was probably shot in '89. Can't think of another movie that did more with less. Garbage men. Surf shops. Jerk cops. Corporate villain who just wants to pollute the world. The crazy Vietnam vet who hates the protagonists yet immediately goes all in on their adventure. Hostage pizza boy turned accomplice. Throwdown in a toxic landfill.
