The FOIA does not apply to private institution records....
FOIA is for public institutions.

TOM HOLMOE IS NOT GOING TO NEGOTIATE IN PUBLIC.
In fact the reason I believe BYU is very high on the preferred list aside from its obvious attributes, the fact that Tom and officials are NOT openly lobbying with media. That demonstrates an aire of professionalism we are not witnessing from the wall-flowers at the side of the dance-floor.
