Office involved. If it stays internal, then Kalani can handle it according to his personal knowledge of the situation. If it goes public, then every student that thinks he/she had the same violation but a different penalty will come out of the woodwork with complaints. The HC Office is then obligatorily dragged into the fray.
It also happens in church councils. The same offense may be treated differently based on circumstances, even though the basic violation is the same.
I submit that in both cases, the "right" thing is being done.
