Utah typically doesn't get a thick layer of ice under snow, and routinely gets
these conditions and thus has the resources to clear roads and ensure that things work OK. Other places where cold weather is rare don't have the infrastructure to ensure peoples' safety, so they're careful.
Texas is a horrible place full of horrible people, but this has nothing to do with that.
