How about trying to putty in the hole with the anchor in place?

Putty it and then I'd look at a toggle bolt that can support more weight.

Yeah, you can, but strong anchors don't hold much. There are normally studs pretty close to the sides of the windows

Put a piece of board behind the hole so you can screw into it, as in this video
