The shutter speed was 1/60th which could cause motion blur, but whoever fired that shot held the camera steady and allowed the flash to fire, hence good picture.

Most people don't bother and the simple motion of pushing the shutter button can cause most of your blurry shots. Whoever took that photo had fairly good technique, either by skill or by accident.
