Here is what constitutes a flagrant 2 according to the rule book.
Any contact by the offending player to the groin area of an opponent which is not clearly accidental;
It specifically says contact to the groin is a flagrant 2. The refs even said it’s how the rule is written. My guess, you can thank Grayson Allen and draymond green for this rule.
