The bulk of this strikes me as trying to deflect blame for the current state of program from his errors to the overall situation. The overall situation impacts all schools right now, not just Utah, and not all schools are in the currently very challenging state Utah is in.
Thus, this really feels like a very limited apology but only goes as far as he seems to think is required for damage control in his efforts to change the narrative that seems to been building around the Utah program.
I am still not impressed with his approach, but I am admittedly biased in this part.
