Only if it never looks like a strike.
You can't throw nothing but strikes. If you did, then a batter would know he pretty much needs to swing at every pitch. You don't want that as a pitcher. You want the batters guessing on whether or not they should be swinging. The only way to do that is to throw balls in addition to strikes.

The key is for it to leave your hand looking like a strike. If it doesn't, then yes, it's a waste pitch.
