I liked the Pods idea... 4 pods of 4 or 5 teams...
Each year you play everyone in your pod, and one other pod. In 3 years you go through the whole conference.
On any given year, you make a "division" out of those two pods.
Year 1= PodA and PodB are Division X and PodC and PodD are Division Y.
Year 2= PodA and PodC are Division X and PodB and PodD are Division Y.
Year 3= PodA and PodD are Division X and PodB and Pod C are Division Y.
