A mission immediately after HS hasn’t ever been counted as part of the 3 years
Post HS, If he were to attempt to declare early it would be a precedent ruling, you might be correct that he could be approved for declaring early, but I think it would not be likely as that would not be in line with all other early declarations that have 3 post HS years in college eligibility.
