In an absolute Alpha move, if Sam challenged Rachel (or Rachel challenged Sam) to firemaking, the winner of that contest would be a unanimous jury pick.  High risk, but absolute reward on that decision.  You eliminate the biggest competitor and no way either Sue or Teeny could match that from anything on their resume.  Wouldn't even need to hold a final vote.  Jeff could just hand out the check at that point.
