What could the "unhappy" scenarios be? Dirty bomb fallout seems far fetched and

Detectable with older less conspicuous remote tech. Anything nuclear I would put under this umbrella. Maybe a new remote sensor project capability that people would be unhappy with because it would amount to spying? With it being real world tested in that area?
