I don't really understand why Utah would even consider giving Rising the option of coming back for yet another year. You do it respectfully, but you call him into the office and let him know that the program has made the decision to move on and make changes in the QB room.

There's a new OC coming in and he should have the option of bringing in the talent that he wants and believes will be there for 2 or 3 years, bare minimum. You offer to help him if he chooses to find another school if he still wants to play, or help him transition into the real world. You don't let him hold back your program another year by hindering recruiting new QB blood.
