I doubt the Big 12 will go to 105 scholarships - the SEC already said they're

staying at 85.

The new rule is removing a scholarship limit across all sports and only having roster limits.

Regardless, there will be a 105 roster limit. Whether the last 20 roster sports are funded with scholarship or not,
