Literally, everything in your post is the exact opposite of the truth
The benefits you say have always been there—a great situation with boosters, party school, USC & UCLA sucking in the Big 10–literally haven’t “always been there” or are not benefits at all.

ASU has always had poor support from boosters. In fact, AD budget restraints has always been the biggest factor by far that has held back ASU Athletics. The L.A. schools sucking hasn’t historically been the case. While not the case recently, USC over time has been dominant in football and UCLA has been phenomenal in basketball.

The “party school” isn’t a benefit IMO, or at least it doesn’t correlate with success in athletics. Most of the notorious “party schools” are pretty average to underachieving in sports—e.g., ASU, UCSB, SDSU, WVU, Ole Miss, Ohio, etc.

Arizona though is 100% a hotbed of recruiting, or at least probably the fastest growing recruiting hotbed in the country, especially when it comes to QBs.

Ya, Dillingham is a nut job, but not in the way you meant it. At only 34 years old, Dilly has already proved his bona fides as a legit CFB coach and his star as a head coach will continue to rise.
