Does it have to be a whole state?

For example, If someone would buy it, selling Santa Fe to the Chinese would make New Mexico better in a ton of ways....

Move the capital out of the crazy blue part of the state. Dramatically reduce the number of blue voters. MANY of them would probably welcome the Chinese model.

Likewise, could you sell them Detroit, or Chicago? Maybe Portland? Again, areas that tend to like the Chinese model.
