From what I understand is that they like to keep the funds somewhat evenly distributed, so it is hard to go after proven talent that can contribute right away because they aren't willing to pay. Etienne came in as a project and was good by year 2, but pretty bad in year one. Is BYU willing to pay to bring in proven talent or are they planning to develop everyone and have rebuilding years?
