For sure. Protectionism is just a federal strategy to protect US goods.
Protectionism in the sense that I am describing is when legislators are protecting a profession from innovators moving into a profession. Another example, a legislator happens to be a commercial real estate owner and he passes laws or kills laws that can hurt his businesses. Regarding taxes in Utah currently the funds generated by state income tax are only allowed to be used for education. The UEA and other schools related lobbying groups want to "protect" that money for their clients. Until recently many legislators have killed any bills that would change the current status quo. In fact just a few years ago Governor Cox said that he would veto any bill regarding vouchers for students to go to private school until teachers got a raise.

Protectionism of professions and taxes that help certain professions has been such a problem in Utah that Governor Cox's 1st executive order was targeted to end protectionism. I hop that all made sense and helps.
