As far as QBs go, I'm unsure why you have two.
I'd usually go with the guy who runs the most and that's slightly in Herbert's favor.
Also, only two teams give up more fantasy points to QBs than the Ravens.

I'd play Herbert.

Also, I'd trade either Herbert or Mayfield if trades are still allowed.
