Here in California, they aren't allowed to charge "fees." They ask for a
"donation" but they have no way of enforcing it.
That means that people like us who choose to pay it are always thinking just a little bit about the free-rider situation. I know there are families at our local high school who can't pay the fees. But I also know that there are those who could afford it but who choose not to because no one can force them to do it.
