You know that the RES renovation was taxpayers
prepping for the opening ceremonies of the 2002 Winter Games, right?
The only thing they've done is add the Ken Garf High Priests of Satan area in the south endzone. Huntsman Center is an aging dump. No baseball facility (though they are finally building one in the next few years).
They used Pac-12 money to fix up their practice facility, weight rooms, etc and that all came once they were in the Pac.
