I frequently buy salvage vehicles from insurance auctions. This is not true.

15-20% below book value is what I have routinely seen for the past 3 years.

30% below book would be way too low.

You didn't post the trim level... but average price for a used 2021 Telluride w/50k miles should be $27k.. BUT!!
