You can’t gain an advantage from a penalty. There is little doubt having an administrator from the team trying to advance the ball in the field is an advantage.

First it is a major distraction. The tacklers have to now account for him on the field. Second, it is a distraction to the officials.

Logically, there is no way it would stand. And I’d wager whoever found the rule is misinterpreting it.
