one of those "recruits" is someone they are actively recruiting. I worked as a recruiting coordinator for a local high school for a few years and a handful of our players would go to games every year as "recruits". Only a small handful of them were likely kids they were seriously looking at and you could tell which kids they were because they had personal escorts guiding them around, while the other "recruits" just got fed a meal and allowed to stand on the sideline during warmups and then given cheap seats. They actual recruits got a lot more perks.
