Harlan's "Give me a break" was clearly meant like "oh, we're out of their (literal and figurative) league. Dream on, Big12."
Then Harlan's "We WERE excited to be in this league" followed by a rant about referees is both fake given his previous statement and a clear indication that "hey, if calls don't go our way, we're going to take the most valuable program in your trash league and...go somewhere else."
There's no other reason for him to link their membership with a complaint about officiating.
What's really going on here: they're BYU's parasite. Severe Little Program Disease. They long for the days when they could fluke out with advantages BYU didn't have, for the day they could pretend, if only for a season, they were a bigger, better program. Now that things are nearing a more level playing field and it's obvious they're not in BYU's figurative league, they more desperately want that BIG invite that's never coming to certify their superiority. They're the gamer in their mom's basement with a kill list of...BYU and fantasies of the hot girl (BIG) swooping in and somehow scooping them up to show their rival how valuable they are.
Nope. Trash.
Don't let the door hit you on your way back out to the PAC2/MWC-West
