I think the all 22 is an overhead shot that comes from above, but it isn't like
a shot from the blimp or anything. You can see pretty much everything reasonably clearly. In the NFL, the players call it the "eye in the sky." And when they want to say you're evaluated on what you did and not what you think you deserve, they say, "The eye in the sky don't lie."

Teams have access to it for analyzing and scouting. I wouldn't be surprised if officials don't also have access to it. If McAulay doesn't have personal access anymore, he probably knows people that can get it for him.
