There are twenty two supersized thoroughbred man athletes smashing into each other over the course of a few seconds watched by seven referees who have memorized a 245 page rule book. Each official or crew differs in interpretation and application of those rules. They even have their own huddles sometimes to determine whether to call or rescind a penalty flag. There are additionally officials on and off site reviewing replay footage.

Everything about the game incentivizes breaking those rules if you're able to, and to quote Ben Criddle, "there is holding on every single play in football."

The solution to a well officiated game will never be to add more rules officials to subjectively interpret calls. The solution is to redesign the game to require fewer rules and less incentive to break them.
