I still like the every team has 3 rivals idea.
Setup a 3 + 6/6 Schedule for each team. That way each team gets to setup their own 3 rivals instead of 4 teams in a pod.
Add more variety instead of Pods where 4 teams are in the pod, and while you may have 1-2 rivals, it is unlikely you get the 3 teams in your pod you actually want.
