This seems to be a bug of old text conversations stuck on old RCS that doesn't
support the reactions. This is work around I've seen on reddit. Not sure if it works as I don't have any images to test this on myself.
turn off RCS
turn off iMessage
turn iMessage back on and wait for it to connect
turn RCS back on
turn off RCS
turn off iMessage
turn iMessage back on and wait for it to connect
turn RCS back on
