To answer your question, depending on the play the DE, nickel, LB or safety can

have force/contain responsibilities, and against good running teams you will see defenses switch up who has the responsibility because it makes it harder for the offense to know who to kick out or block down onto.

Thus it is impossible for anyone not in the room when the defense is called to know who blew what responsibilities, and I think that’s the point shimmy is making.
