Not all shots are created equally.

Some shots, like tip-ins, are almost impossible for goalies to stop, and sometimes there's a good screen in front of the goalie that makes it so the goalie doesn't even see the shot. Also, sometimes the defense just leaves the goalie out to dry on a breakaway or tick-tack goal.

So, you'd have to judge each goal on their own.
