This is considered a delay of game on the defense and isn't a false start or
offsides call. What Tricky is asking comes down to this I believe
If defense is in the neutral zone the offense can move and that is a defensive offsides. Any contact by a defender with an offensive player would also be offside.
If the defender gets back out of the neutral zone there is no penalty.
