Maricopa county tried a custom version of this.
The assessor's office changed thousands of residents' home classifications from owner occupied to rentals, without their knowledge. A large percentage were actually owner occupied. The resulting class action lawsuit has become very costly for some school districts, now facing huge budget cuts.
