I think you are right. The first part of that criteria says "record" against
the next highest placed common opponent...but then uses "win percentage" against the *collective* tied teams as a group.
So, you would continue down the list because Texas Tech, Iowa State, and BYU are all undefeated against the 2-1 collective group.
However, Texas Tech wins on the next criteria because of their better conference strength of record...
...so, ultimately, it would still result in Texas Tech v. Iowa State for the CCG...based on only 3 conference games played so far.
