Because he has an extra COVID year
He was a class of 2018 player. His 5 year clock to complete 4 seasons of competition. started fall of 2018.

He had a regular redshirt year in 2018 at Texas. At the end of that season, he had 4 years to complete 4 seasons of competition.

2019 was a transfer year where he had to sit out a year under the old transfer rules. Under the old rules at the end of 2019, he would have 3 years to complete 4 seasons of competition (basically had 3 seasons of eligibility left). When the NCAA changed the transfer rule, he went back to where he was at the end of 2018 (4 years to complete 4 seasons of competition).

2020: Covid year. After Utah and the PAC 12 cancelled games for the first 7 weeks of the season, they finally decided to play football in late November. Rising started against USC and got injured in the 2nd quarter and was out for the rest of the year. The NCAA then decided this season didn't count for eligibility purposes, and he was back to where he was at the end of the previous year (4 years to complete 4 seasons of competition). He probably could have gotten a medical redshirt, but the NCAA blanket rule giving everyone another year of eligibility made that a moot point.

2021: Rising played in all 13 games for the yewts. He didn't start at the beginning of the year. After losing to BYU, the yewts made him the starting QB. Rising used up one of his seasons of competition. At the end of the year, he had 3 years to complete 3 seasons of competition.

2022: Played the full season and used up a year of eligibility. At the end of the 2022 season, he had 2 years to complete 2 seasons of competition.

2023: Medical redshirt granted, and he goes back to the same status that he had at the end of 2022. Ends the year with 2 years to complete 2 seasons of competition.

2024: Has played in 3 games, and is probably done for the year. If no medical redshirt is granted, he'll still have 1 year to complete 1 season of competition. If he applies for a medical redshirt, he will go back to where he ended 2022, with 2 years to complete 2 seasons of competition.
