I have no problem with the penalties being harsh. I would even be ok with three in a season and you're done for the year.

I'm ok with a scale... but my big issue is that if you target and knock someone out of the game then you should have

I prefer the suggestion below that there be flagrant 1 and flagrant 2 levels with corresponding penalties.
