Security policies and regulations are starting to have a significant impact.

IMO it's only a matter of time before India is put on a no fly list for contract workers. Some regulations I work with are now being defined at extremely granular levels of access prohibiting outsourced talent from being granted access to enough systems for them to add value.

State and federal privacy policies are a good one to start keeping an eye on. They are only just now making their way through state legislature's but could potentially have huge ramifications for tech talent abroad or even domestic contractors.
