Are you sure? I am only seeing national ads when they switch to the digital ads. You will see the local ads sometimes,

especially in close ups. The only local-ish ad I have seen as a digital ad is intermountain healthcare, but they are not just in Utah anymore.

You may be seeing the permanent local adds that are always there and are replaced sometimes with the national adds.
