It would depend on the GPA.
If the student had a stellar 4.0 GPA, but was worried about submitting a 1290 SAT, I'd say don't worry about it; if you don't submit the SAT they will just lean more heavily on your GPA.
If the GPA is at or below average that would be more tricky. But I'd want a good reason to submit an SAT/ACT below the middle 50% I think
